Chuck Smith is the President and Chief Executive Officer for Dixie Brands Inc, the parent company of the Dixie Elixirs & Edibles brand, as well as Therabis, and Aceso Wellness, two of the leading hemp supplement brands. As one of two original founders of Dixie, Chuck helped the company grow from a “garage operation” to a 27,000 square foot state-of-the-art, vertically integrated manufacturing facility that was the first-of-its-kind for the marijuana industry.

Elizabeth Hogan is Vice President of Brands for GCH Inc., which develops and licenses cannabis lifestyle brands for regulated cannabis markets.

Established in 2014 with artist and advocate Willie Nelson, GCH Inc. owns and operates the flagship brands Willie’s Reserve and Willie’s Remedy. Ms. Hogan leads development of the company’s brand portfolio, and is responsible for strategy, marketing and aligning product and partner opportunities in the evolving consumer cannabis market. Her efforts have helped elevate the Willie’s Reserve cannabis product line and Willie’s Remedy hemp-derived products as iconic American brands.

Previously, Ms. Hogan directed consumer-driven strategy projects for clients around the world, including Corona, Samsung, Starbucks and Kaiser Permanente.

Ms. Hogan earned a bachelor’s degree in anthropology from the University of Virginia. She lives in Seattle, where she enjoys the local music scene and catching live shows.

Paul Seaborn

Paul Seaborn joined the management faculty at the Daniels College of Business, University of Denver in 2011 after completing a PhD in Strategic Management at the University of Toronto’s Rotman School of Management. Prof. Seaborn has published scholarly articles in the journal Business & Society and Case Research Journal and has been the recipient of multiple teaching awards, including the top Daniels faculty teaching award and recognition as one of Poets & Quants Top 40 Undergraduate Business Professors in 2017. Professor Seaborn’s research and teaching interests lie at the intersection of business strategy and government policy with a particular focus on regulated industries including the marijuana/cannabis industry. In 2014, he published one of the first-ever teaching cases on the marijuana industry and in 2017 taught the first-ever Business of Marijuana course at any AACSB-accredited business school. Since 2015, he has organized or participated in numerous conference presentations and symposia related to the marijuana industry and his analysis of the industry, including his Colorado Marijuana Market Report, has been featured in over 25 different media outlets.

Steve DeAngelo

Co-Founder and Executive Director, Author, Harborside


Steve DeAngelo, a globally recognized cannabis leader, was dubbed “the father of the legal cannabis industry” by former Speaker of the California Assembly Willie Brown.

Steve is a lifelong activist, author, educator, and entrepreneur who has spent over four decades on the front lines of the cannabis reform movement. His most notable business achievements include co-founding the Harborside dispensary group, which includes one of the first six dispensaries licensed in the United States; Steep Hill Laboratory, the first cannabis analytics company; and the Arc View Group, the first dedicated cannabis investment network. Most recently he founded, FLRish, Inc., one of California’s largest vertically integrated cannabis companies. FLRish cultivates, processes, manufactures, distributes, and retails cannabis products in several facilities throughout the state.

Steve is also the author of The Cannabis Manifesto, and originator of the wellness approach to understanding cannabis. He played a key role in the passage of Initiative 59, Washington DC’s medical cannabis law; the passage of Prop 64, California’s adult use law; and successfully defended multiple legal attempts by US federal authorities to shutter the doors of Harborside.

His media projects include the starring role in Weed Wars, the first cannabis-oriented reality TV show, produced by the Discovery Channel in 2011; and a soon to be launched weekly TV show, Ask Steve DeAngelo, on greenflowermedia.com.

Steve believes that a profitable, ethical, politically engaged cannabis industry will be the most powerful force in spreading cannabis reform to every corner of the planet. He will not rest and he will not stop until the last cannabis prisoner is free.

John Hudak

Deputy Director, Center for Effective Public Management; Senior Fellow, Governance Studies, Brookings Institution


John Hudak is deputy director of the Center for Effective Public Management and a senior fellow in Governance Studies. His research examines questions of presidential power in the contexts of administration, personnel, and public policy. Additionally, he focuses on campaigns and elections, legislative-executive interaction, and state and federal marijuana policy.

John’s 2016 book, Marijuana: A Short History, offers a unique, up-to-date profile of how cannabis emerged from the shadows of counterculture and illegality to become a serious, even mainstream, public policy issue and source of legal revenue for both businesses and governments. In it, he describes why attitudes and policy have changed, and what those changes mean for marijuana’s future place in society.

His 2014 Presidential Pork: White House Influence over the Distribution of Federal Grants demonstrates that pork-barrel politics occurs beyond the halls of Congress. Presidents capitalize on their discretionary funding authority to target federal dollars to swing states in advance of presidential elections. His other work explores how agency staffing, expertise, and institutional structure facilitate or hinder presidential power and influence. This research explores the balance between political control and bureaucratic expertise in the delivery of public policy.

John’s work has been recognized for its quality and contribution by the Midwest Political Science Association and the American Political Science Association’s Presidency Research Group. His work has been supported by institutions including the National Science Foundation.

Prior to joining Brookings, John served as the program director and as a graduate fellow at the Center for the Study of Democratic Institutions. He holds a B.A. in political science and economics from the University of Connecticut and an M.A. and Ph.D. in political science from Vanderbilt University.
