Richard Prisinzano came to the Penn Wharton Budget Model after 13 years in the Office of Tax Analysis at the U.S. Department of Treasury. While at OTA, Richard worked on the taxation of pass-through entities and small businesses and coauthored Treasury Reports on the owners of pass-through businesses and helped develop Treasury’s methodology for identifying small businesses from tax return data. He has also published papers on gasoline taxes, tax migration of millionaires, and major league baseball managers and has also taught econometrics and sports economics at Georgetown University, Johns Hopkins University and George Washington University. He holds a B.S. in Economics and Political Science from James Madison University, an M.A. in Economics from Miami University, and a Ph.D. and M.S. in Economics from the University of Texas.

Michael Butler

Executive Director – CEA Mid-Atlantic, Consumer Energy Alliance


Michael is the Mid-Atlantic Executive Director for the Consumer Energy Alliance and Strategic Advisor to HBW Resources, LLC. Through these roles, Mike primarily advocates for state and national “all of the above” energy strategies. In this capacity, he was named to Pennsylvania Governor Wolf’s Pipeline and Infrastructure Task Force. Michael has spent the 14 years working in politics and government. His extensive campaign work includes local and statewide races. Most notably, he worked on Bob Casey’s successful election to the United States Senate in 2006. He returned to serve as Senator Casey’s Finance Director for his re-election in 2012. His work on the campaign was recognized by PoliticsPA list of Top Operatives. Additionally, he has served as a senior staff member/advisor on 2 gubernatorial races in Pennsylvania; as well as city council campaigns, county judicial campaigns, and a statewide judicial campaign.

He has also served as a government relations consultant for Brownsville Area Revitalization Corporation, The Efficiency Network, Three + One Advisors, and Tube City Renaissance.

Michael resides in Pittsburgh, Pennsylvania. He holds a B.A. from Dickinson College and a JD/MPIA from the University of Pittsburgh.

David Hultstrom

David Hultstrom is president of Financial Architects, a registered investment advisory firm located in Woodstock, GA. He began his career as a Financial Advisor at a small firm in Florida. Realizing his clients’ need for more comprehensive financial advice, he worked for several years in the tax field while earning his MBA and was subsequently a Vice President at Wheat First Butcher Singer (now Wells Fargo Advisors) where he was responsible for teaching financial advisors the nuances of various financial planning and investment techniques as well as the latest technology tools.

Mr. Hultstrom has served as an arbitrator and expert witness in securities disputes and has taught numerous courses nationwide for CPAs, financial planners, investment managers, and other professionals. He has taught at several universities and is currently an instructor in the Certified Financial Planning program at Emory University.
